Public Enterprise Company for Building Land and the Roads of Ruma

 

 

History

This public enterprise company was founded by the resolution of its founder – the Assembly of the Municipality of Ruma in 1996. The company is the legal successor of The Building Land Fund and it operates with state-owned funds. Since January 1, 2004 it has been an indirect user of the budget of the Municipality of Ruma.


 

 

 

 

 

The Potential

Ruma is the cultural and economic center of the Municipality of the same name having the total surface area of 582, 06 km2, which is above average value for the municipalities of the Autonomous Province of Vojvodina, therefore according to the surface it occupies, the Municipality of Ruma takes 14th place among 45 municipalities of Vojvodina.Ruma is characterized by the advantageous location which is emphasized by the presence of E-75 Corridor which intersects the northern part of the Municipality, as well as the proximity of the leg of Highway E-70, which both enable the municipality to be actively linked to the primary road network. Major road M-21 Novi Sad-Irig-Ruma-Sabac also intersects the municipality in the direction north-south. Regional roads R-103 Sremska Mitrovica-Ruma-Pecinci, R-106 Erdevik-Ruma-Stara Pazova and R-109 Ruma-Putinci-Indjija, as well as the large number of local roads linking this territory to the surrounding area. Railroad traffic is present through two major international railroad lines: Vienna-Budapest-Belgrade-Athens and the railroad line Belgrade-Zagreb-Vienna which both intersect the Municipality of Ruma. As far as the air traffic is concerned, due to the proximity and the presence of the highway, international Belgrade Nikola Tesla Airport can be used. Southern and partially western border of the Municipality is marked by the international navigable route of the Sava River with the ports in Sremska Mitrovica and Sabac. The traffic infrastructure of the Municipality of Ruma is completely organized.

The construction of an electrical substation 110/20/35 kV has been completed in June 2008 and accordingly, the optimal conditions for the two-way electrical supply of Ruma and the surrounding villages have been secured. In 2003, the construction of the sewerage system has been completed so that the town of Ruma has a developed sewerage network with the system for the collection and refinement of waste water. The amount of the electrical power produced and delivered to the electric power users in Ruma is satisfactory.

There is a number of Work Zones in the construction zone and outside the construction zone in the district of Ruma.

East Work Zone

East Work Zone is located in the eastern part of the town which can be accessed through the major road M21 and regional roads R-106 and R-103. The Work Zone encompasses around 40 hectares in the construction zone. This zone is planned to develop according to the tertiary industry programs (small business, trading and traffic activities)


South Industrial Zone

South Industrial Zone encompasses about 40 hectares in the construction zone. The zone can be accessed through regional roads R-103 and R-106.Major road M-21 is next to this zone. Industrial railroad line is also within the zone spreading from the railway station to the complex of Rumaguma Company. According to the detailed regulation plans, the sub-entities of the Zone have been developed. This zone is planned to encompass objects for activities related to: manufacturing, processing, customer service, warehousing.


Southwest Industrial Zone

It encompasses around 37 hectares in the construction zone. It is accessed through regional roads R-103 and R-106.This zone is planned to encompass objects for activities related to: manufacturing, processing, customer service, warehousing.

Work Zone-West

It encompasses around 20 hectares in the construction zone. It is accessed through regional roads R-103 and R-106.Traffic structure is based around Industrijska Street. South industrial road which would be parallel to the railroad line is in plans to be built. This zone is planned to develop according to the secondary industry programs such as manufacturing, processing and warehousing.

Work Zone outside the borders of the construction zone-in the district of Ruma

This Work Zone is located among the construction zone from the north, major road M-21 from the east, Highway Belgrade-Zagreb (E-70) from the south and the cadastre municipality border from the west. This Zone encompasses around 450 hectares of land. This zone will encompass objects related to manufacturing and other activities which have higher demands in the aspect of space, traffic and infrastructure whose activities might potentially jeopardize habitation function and other town functions.

Public Enterprise Company for Building Land and the Roads of Ruma performs following activities in the name of the municipality of Ruma and for the municipality of Ruma;


1. Obtaining public and other types of building land
2. Building land leasing
3. Coordination between the construction and the expert superintendence over the objects financed through the municipality funds
4. Maintenance and construction of municipal roads and streets
5. Calculation and charging fees for the arrangement of building land
6. Construction and maintenance of street-lights
7. Construction and maintenance of traffic light signalization
8. Town sanitation
9. Renovation and maintenance of street furniture, parks and other green fields’ sanitation
10. Maintenance of the existing municipal facilities and the construction of the new ones

During previous years the public enterprise company worked on the investment-technical operations of the construction of the town’s sewerage and gas networks.

Structure

The public enterprise company is organized within three organizational groups:

  • investment-technical group
  • financial-bookkeeping group
  • legal-administrative group
  • Out of the total number of the employees, 60 % has a college degree which guarantees high quality of the level the public enterprise company can provide. The public enterprise company is at service to all citizens, companies and potential investors.
