1. Act on Urban Planning Conditions

2. Endorsement of the construction of the interior gas installation

• Request and fees of 520 and 135 dinars
• Act on Urban Planning Conditions
• Three copies of Design Project( authorized architect)
• Decision on the endorsement of the consumer gas supply connection (Enterprise “Plan”)
• Proof of property rights
• Other proofs specified by Act on Urban Planning Conditions

3. Notice of the construction start

• Request and fees of 300 and 130 dinars
• Master project and report on the technical inspection of the object- certified by the distributor (Public Enterprise “Gas” Ruma)
• Proof of regulated mutual relations as far as the payment of compensation for the arrangement of building land is concerned
• Contracting agreement ( decision and license)

4. Technical inspection of the object

• Request and fees of 300 and 130 dinars
• Notice of the construction start
• Construction permit

5. Exploitation permit

• Request and fees in the range between 0, 1 and 0, 05 % of the total value of preliminary calculations
• Master project

Environmental Protection

Within the Department of Town Planning and Residential Utility Service of the Municipal Government of Ruma there is a workplace which deals with the affairs of the environmental protection. This position encompasses application of the following laws:

• Environmental Protection Law
• Appraisal of Impacts on the Environment Law
• Integrated Prevention and Control of Environmental Pollution
• Strategic Appraisal of Impacts on the Environment Law

Environmental Protection Law

Environmental Protection Law represents general normative framework for the internal and external system of environmental protection. It determines an integral system of the environmental protection which secures a person’s right to live and develop in a healthy environment and a balanced relationship between economic development and environment. The system of environmental protection is composed of measures, conditions and instruments for sustainable natural resources management and environmental protection.

The Autonomous Province of Vojvodina and the local self -government unit supervise the execution of the activities entrusted by this law and regulation based upon this law. The following activities have been entrusted to the local self –government unit:

1. Securing conditions and measures of environmental protection in spatial and urban plans
2. Specifying the status of the endangered environment and the regime of sanitation and remediation for a locally important area
3. Adopting the plan of protection from accidents within jurisdiction specified by the law
4. Declaring the condition of the endangered environment within jurisdiction specified by the law
5. Adopting the monitoring program and securing permanent control over the condition of the environment, within jurisdiction specified by this law and a separate law
6. Supervision of the execution of activities entrusted by this law and regulations based upon this law

Appraisal of Impacts on the Environment Law

• Determining and issuance of decisions on the necessity of the appraisal of impacts on the environment
• Issuance of decisions on giving assent to a study on the appraisal of impacts on the environment
• Determining and issuance of decisions in the procedure of updating a study on the appraisal of impacts on the environment
• Participation in the procedure of technical inspection of the object for which the assent to the study on the appraisal of impacts on the environment has been issued
• Supervision

Integrated Prevention and Control of Environmental Pollution

This law organizes conditions and the procedure of issuance of the integrated license for factories and activities which could potentially have negative influence on the health of people, environment or material goods, types of activities and factories, supervision and other issues of significance to the prevention and control of environmental pollution. The following affairs have been entrusted to the unit of local self-government:

• Issuance of the integrated license for factories and activities whose construction or exploitation permit has been issued by the competent authority of the local self-government
• Affairs of inspection supervision over the factories and activities whose construction or exploitation permit has been issued by the competent authority of the local self-government

Strategic Appraisal of Impacts on the Environment Law

• Preparation of plans and programs of executive strategic appraisal
• Development of strategic appraisal which has been harmonized with other strategic appraisals and appraisals of impacts of the projects on the environment
• Stating opinion on decisions on the necessity of the development of strategic appraisal of impacts and plans and programs on the environment
• Carrying out the procedure of strategic appraisal with the participation of the interested authorities, organizations and the public
• Evaluation of the reports on strategic appraisal including use of prescribed criteria
• Giving assent on the report on strategic appraisal of impacts on the environment
